We must become more joined-up in our security and development policies. CSDP capacity building missions must be coordinated with security sector and rule of law work by the Commission. Capacity Building for Security and Development can play a key role in empowering and enabling our partners to prevent and respond to crises, and will need to be supported financially by the EU.

Our peace policy must also ensure a smoother transition from European Union Global Strategy 51 “We must now swiftly translate this vision into action.” short-term crisis management to long-term peacebuilding to avoid gaps along the conflict cycle. Long-term work on pre-emptive peace, resilience and human rights must be tied to crisis response through humanitarian aid, CSDP, sanctions and diplomacy.
