Purpose. To provide information on the post-9/11 legal basis for implementing current Homeland Security initiatives.

Background. In the aftermath of the 9/11 terrorist attacks against key US assets, the Congress passed several acts that defined terrorism and established the legal basis for future Homeland Security initiatives.
